In the global scenario, the transformations of HIV prevention strategies have been crossed by depoliticization, the poor incorporation of the framework of vulnerability and human rights, and the expansion of biomedical technologies. Over the last fifteen years, Combined Prevention (CP) has been the predominant approach, which advocates for the articulation of biomedical, structural, and behavioral interventions.<\/p>\n\n\n\n
<\/p>\n\n\n\n
In Brazil, structural actions, such as public communication, have been the target of modest investments compared to biomedical technologies (Treatment as Prevention – TasP; Post-Exposure Prophylaxis – PEP; Pre-Exposure Prophylaxis – PrEP; testing). It is notable how CP takes on different meanings in governmental guidelines, protocols, and media. On the one hand, it seems to guide the State’s actions, and on the other, it represents a range of preventive inputs to be chosen by individuals according to their ‘lifestyle’. Understanding the web that constitutes the current communication of HIV prevention means identifying the diversity of mobilized actors and languages, as well as dimensioning the inequalities in exercising the right to prevention.<\/p>\n\n\n\n

The investigation is based on the hypothesis that the dissemination and circulation of information on prevention is inscribed in a biomedical and neoliberal grammar, voiced by distinct actors who operate from heterogeneous perspectives and languages. The research seeks to identify the views and strategies of civil society actors (NGOs, activists, networks) involved in the development of CP communication actions in the state of Rio de Janeiro and the social and historical specificities in which these have been produced.<\/p>\n\n\n\n
